Buying property in Abu Dhabi as a foreigner

Two per cent registration instead of four, the same federal financing rules, and one trap that does not exist in Dubai: three forms of ownership that can sit side by side in the same building.

The short answer Yes. In the designated Investment Zones, foreign nationals have been able to acquire full, perpetual ownership since the 2019 reform. Registration is with the Abu Dhabi Real Estate Centre (ADREC).[1] The most important difference from Dubai is the cost of the purchase itself: 2 per cent registration instead of 4 per cent. The financing rules are identical, because the central bank sets them nationally.[2]

Abu Dhabi is Dubai's quieter neighbour: more end users, less speculation, a smaller and more legible market. For a buyer from Europe that is often an advantage rather than a drawback, provided you know the three points where Abu Dhabi genuinely differs: the form of ownership, the zones and the authorities.

How to read this guide. Every statement is labelled: Official rule a binding requirement set by the central bank or an authority · Bank practice terms set by individual banks, which can change at short notice · Nexus Bridge experience what we observe in live mandates · Worked example an illustrative calculation, not an offer.

The cost difference against Dubai

Total costs, cash purchaseabout 4 to 5.5 %about 6 to 7 %
With financing, in addition0.25 % mortgage registration, valuation AED 2,500 to 5,000, bank arrangement fee

Worked example On two otherwise identical apartments at AED 2 million, the difference in acquisition costs alone is in the order of AED 40,000 to 50,000, roughly what many buyers budget for the entire furnishing.

Official rule The registration fee is formally borne half by buyer and half by seller. In practice the allocation is a matter of negotiation, and it belongs in the sale agreement rather than in a conversation afterwards.

Where foreigners may buy

Foreign buyers acquire exclusively within the Investment Zones. A substantial part of the emirate's residential areas remains reserved for UAE nationals. Inside the Investment Zones, full freehold has applied since 2019.

ZoneCharacterSuits you if…
Al Reem Islandcentral apartment island, urban, the largest resale market, strong tenant demand from professionals…you are looking for yield or an accessible entry price
Al Raha Beachupper-tier waterfront between the city and Yas Island, marina positions…you want a waterfront position with solid lettability
Yas Islandleisure and events island, circuit, theme parks, mall; strong for holiday letting…you plan own use or short-term letting
Saadiyat Islandculture and luxury, museum district, beachfront…you put capital preservation and quality ahead of yield
Al Reef / Al Ghadeerentry segment on the city edge, older communities…you are buying to a budget, have the title type checked first

Nexus Bridge experience We work in Abu Dhabi deliberately with completed properties rather than projects under construction. The reason is the same as in Dubai: financing can only be structured cleanly once a title exists, and only then is the value verifiable. See off-plan and handover finance for what changes when it does not.

Freehold, usufruct, musataha, the trap

How do I know I am actually becoming the owner? From the title document, not the brochure. Three forms exist side by side in Abu Dhabi, and they can vary within the same development.

FormWhat you getWhat it means for you
Freeholdfull ownership of the unit and its land share, perpetual, freely transferable, inheritable, mortgageablethe standard to aim for, and the precondition for clean financing
Usufructright of use for up to 99 years, transferable within the termvalue growth and borrowing capacity are limited; acceptable only with full disclosure
Musatahasurface and development right for up to 50 years, renewablemostly commercial, rarely relevant to a private buyer

Nexus Bridge experience This is the most common stumbling block in the resale market. A property's marketing description tells you nothing about the form of ownership: it is in the title document and it is verified through the register. We check it before we present any property.

How the purchase runs

  1. Clarify the objective. Yield, own use or a residence option, the zone and the property type follow from that, not the other way round.
  2. Property selection and title check. Form of ownership, encumbrances, service charges and letting history, all checked before an offer is made.
  3. Financing, if used. Pre-approval before you reserve. Reserving first and going to the bank afterwards means negotiating under time pressure.
  4. Sale agreement and deposit. Typically 5 to 10 per cent. This is also where the split of the registration fee is fixed.
  5. Registration and handover. Payment, registration, title document in your name.
  6. Afterwards. Letting and management, the bank account, and a residence application where relevant.

What a non-resident needs: a passport, no residency required, and evidence of funds or a complete financing file. For financing, add the credit documentation from your country of residence: the same set we prepare for Dubai, as described in the buying process guide.

Financing as a non-resident

Do different financing rules apply in Abu Dhabi? No. Official rule The UAE Central Bank's requirements apply nationally: a 25-year maximum term, total debt service capped at 50 per cent of gross income,[2] and lending against the lower of price and valuation. Loan-to-value for non-residents remains bank policy, usually around 65 per cent, in some cases 50.

The practical consequence is that everything in the Dubai mortgage guide and the down payment guide transfers to Abu Dhabi unchanged, except the transaction costs: budget about 4 to 5.5 per cent instead of 7 to 8, because the registration fee is half and the trustee charge is smaller.

Frequently asked questions

Can a foreigner buy property in Abu Dhabi?
Yes. In the designated Investment Zones, foreign nationals have been able to acquire full, perpetual ownership since the 2019 reform. Registration is with the Abu Dhabi Real Estate Centre. No residence permit is required; a passport is sufficient.
How much is the transfer fee in Abu Dhabi?
2 per cent of the purchase price, against 4 per cent in Dubai. On AED 2,000,000 that is a difference of AED 40,000. Formally the fee is split between buyer and seller; in practice the allocation is negotiable and belongs in the sale agreement, not in a later conversation.
Are the financing rules different from Dubai?
No. The UAE Central Bank sets them nationally: a 25-year maximum term, total debt service capped at 50 per cent of gross income, and lending against the lower of price and valuation. Loan-to-value for non-residents is bank policy, usually around 65 per cent and in some cases 50.
What is the difference between freehold, usufruct and musataha?
Freehold is full, perpetual ownership of the unit and its share of the land, transferable, inheritable and mortgageable, and the precondition for clean financing. Usufruct is a right of use for up to 99 years, transferable within its term but weaker on value and on borrowing. Musataha is a surface and development right for up to 50 years, renewable, and mostly commercial. All three can occur within the same development.
How do I check which one I am getting?
From the title document, not the brochure. The marketing description of a property says nothing about the form of ownership; it is stated in the title and verified through the register. Have it checked before you make an offer.
Does a Dubai broker licence apply in Abu Dhabi?
No. Anyone introducing you to a property in Abu Dhabi must be licensed there by ADREC. That is checkable before the first meeting.
Where are the Investment Zones?
The best known are Al Reem Island, Al Raha Beach, Yas Island, Saadiyat Island and the entry-level communities of Al Reef and Al Ghadeer. A substantial part of the emirate's residential areas remains reserved for UAE nationals.
Is Abu Dhabi a better investment than Dubai?
It is a different market: more end users, less speculation, smaller and more transparent. The lower transaction cost is a real argument for looking at Abu Dhabi, it is not an argument for buying a property that does not fit.
